Go to Reddit, GitHub, Slashdot, Bitbucket – or even CraigsList or other similar sites where people are discussing programming or looking for gigs – and post something saying that you are looking for a partner in a start up. Be very clear about the experience that the people should have before contacting you and that this is not a paid gig but an equity poor maybe equity plus cash gig. You may be surprised to learn that many people who are very talented have jobs that are a little boring for them and they are simply looking for a fun challenge and a new side project and they are willing to get on board with you.
